ကိုဗစ်ကပ်ရောဂါ ကူးစက်မှုတွေကြောင့် ရပ်နားထားရတဲ့ ပြည်တွင်းလေကြောင်း လုပ်ငန်းတွေ အစောဆုံး ရှေ့လထဲမှာ ပြန်စဖို့ ပြင်ဆင်နေတဲ့အကြောင်း တင်ဆက်ပေးချင်ပါတယ်။ ဗွီအိုအေမြန်မာပိုင်းသတင်းထောက် မစုစုက သတင်းပေးပို့ထားပါတယ်။

ကပ်ရောဂါကြောင့် စက်တင်ဘာလဆန်းကတည်းက ပြည်တွင်းလေကြောင်းလိုင်းတွေကို ပျံသန်းခွင့်ပိတ်ထားတာ ရှေ့သီတင်းပတ်မှာ သက်တမ်းကုန်ဆုံးတော့မယ့် အချိန်မှာပဲ လုပ်ငန်းတွေ ပြန်လည်ပတ်ခွင့်ပြုဖို့ ပြင်ဆင်နေတာ ဖြစ်ပါတယ်။ နိုဝင်ဘာလကုန်အထိ ပျံသန်းခွင့်ပိတ်ထားတဲ့ ပြည်တွင်းလေကြောင်းလိုင်းတွေကိုတော့ ကပ်ရောဂါကာကွယ်ရေး စည်းမျဉ်းစည်းကမ်းတွေနဲ့အညီ ခွင့်ပြုဖို့ စီစဉ်ထားတယ်လို့လည်း ပို့ဆောင်ရေးနဲ့ဆက်သွယ်ရေးဝန်ကြီးဌာန၊ အမြဲတမ်းအတွင်းဝန် ဦးဝင်းခန့်က VOA ကိုပြောပါတယ်။

"ကျနော်တို့ SOP (Standard Operating Procedure) အတည်ပြုဖို့ စောင့်နေပါတယ်။ ဒီကပ်ရောဂါကာလမှာ လေဆိပ်တွေမှာ ဘယ်လို.. ဒီလို လက်ရှိအနေအထားအရ လုံခြုံအောင်လို့ SOP တွေ အမျိုးမျိုးခွဲပြီးစဉ်းစားနေပါတယ်။ SOP မူကြမ်းတော့ဆွဲပြီးပါပြီ၊ အဲဒါကို MOHS ကနေပြီးတော့ ဗဟိုကော်မတီကို ပြန်တင်ဖို့ရှိပါတယ်။ အဲဒါက ဒီနေ့လောက် တင်ပြီလို့ယူဆပါတယ်။ ကျနော်တို့မသိနိုင်တာက အဲဒါကို ကျနော်တို့ဘက်ကနေတော့ အကြံပြုချက်တွေနဲ့ MOHS ကိုညှိပြီးပါပြီ။ MOHS ကလည်း ပြုစုပြီးပြီ၊ ဗဟိုကော်မတီတင်မယ်လို့ ယူဆထားပါတယ်။ အဲဒါပြီးမှပဲ လုပ်လို့ရမယ်ဗျ။"

မြန်မာနိုင်ငံမှာ ကပ်ရောဂါကူးစက်သူ လူနာသစ် နေ့စဉ် ထောင်ဂဏန်းဝန်းကျင် ရှိနေပေမဲ့ ကူးစက်မှု လျော့ပါးတဲ့ နေရာတွေမှာ ကန့်သတ်ချက်တွေ လျှော့ပေါ့ပေးဖို့နဲ့ လုပ်ငန်းတွေ လည်ပတ်ဖို့ ပြင်ဆင်နေကြောင်း အစိုးရတာဝန်ရှိသူတွေ ပြောဆိုခဲ့ပြီးနောက် လေကြောင်းလိုင်းတွေ ပြန်လည်ပြေးဆွဲဖို့ စီစဉ်လာတာလည်း ဖြစ်ပါတယ်။ ဒါပေမဲ့လည်း လေကြောင်းလုပ်ငန်းတွေ ပုံမှန်ပြန်ဖြစ်ဖို့ကတော့ မသေချာသေးဘူးလို့လည်း ဦးဝင်းခန့်ကပြောပါတယ်။

"ဒီလကုန်၊ နောက်လဆန်းလောက်တော့ အားလုံးမှန်းနေကြတာပဲပေါ့နော်။ ကျနော်တို့လည်း ဒီလိုပဲ အားလုံးမှန်းထားတဲ့အတိုင်း လဆန်းတော့ဖြစ်နိုင်တယ်။ ဒါပေမဲ့ အခုထက်ထိ အဖြေမရသေးဘူးဆိုရင် ကျနော်တို့ပြင်ဆင်ချိန် ၄ - ၅ ရက်နဲ့ဆိုရင် ဒီဇင်ဘာပထမပတ်လောက်မှာတော့ စပျံနိုင်မယ်လို့ယူဆပါတယ်။ ဒါပေမဲ့လည်း ကျနော်ထင်တယ်၊ လေကြောင်းလိုင်းဆိုတာက Customer ရဲ့ Demand Focus က အရေးကြီးပါတယ်။ လူမရှိဘဲနဲ့လည်း ပျံလို့ရမှာမဟုတ်ဘူးလေ။ ကျနော်တို့က ဖွင့်တာတော့ ဖွင့်လိုက်မယ်၊ ခရီးသည်ရှိတဲ့ လေကြောင်းလိုင်းတွေက တွက်ချက်ပြီးပျံသန်းဖို့ပေါ့နော်။"

"ကျမတို့လည်း ဖြေလျှော့ပေးဖို့လည်း အများကြီးကြိုးစားနေပါတယ်။ ဒီတော့ အခြေအနေတွေ နည်းနည်းထိန်းလို့ရတာနဲ့ ပြန်ပြီးတော့ဖြေလျှော့ပေးချင်ပါတယ်။ ဘာဖြစ်လို့လဲဆိုတော့ ဒါပြည်သူလူထုရဲ့ စိတ်ဖိစီးမှုတွေလည်း သက်သာအောင်လို့၊ နောက်ကျမတို့ စီးပွားရေးလည်း ပြန်ပြီးတော့လည်ပတ်အောင်လို့ပါ။"

ကပ်ရောဂါကူးစက်မှုတွေကို ထိန်းချုပ်ဖို့ အိမ်ပြင်မထွက်ရ အမိန့်အပါအဝင် သွားလာလှုပ်ရှားမှုတွေကို ကန့်သတ်ထားသလို၊ လူအများ ထိတွေ့ဆက်ဆံမှုတွေကို ရှောင်ရှားဖို့ စီးပွားရေးလုပ်ငန်းတွေကိုလည်း ရပ်နားထားရတာပါ။ ဒီလိုရပ်နားထားရတာကြောင့် ပြည်တွင်းက လေကြောင်းလုပ်ငန်းတွေ အထိနာနေရတယ်လို့လည်း ပို့ဆောင်ရေးနဲ့ ဆက်သွယ်ရေးဝန်ကြီးဌာန၊ အမြဲတမ်းအတွင်းဝန် ဦးဝင်းခန့်က ပြောပါတယ်။

"ကျနော်တို့ဘက်ကတော့ Transport ဆိုတဲ့အတွက် Airlines တွေက စီးပွားရေးအရ တော်တော်ကိုချွတ်ချုံကျနေပြီလေ ရှင်းရှင်းပြောရရင်။ ဒါကျန်းမာရေးဘက်က တပိုင်းပေါ့နော်။ ပြည်တွင်းလေကြောင်းလိုင်းတွေအားလုံးက မဖျက်ရရုံတမယ် အကြပ်အတည်းတွေတွေ့နေတဲ့အတွက်ကြောင့် ပြည်သူတွေသွားချင်တာလည်း တပိုင်း၊ ကျနော်တို့က ပြေးချင်တာလည်း တပိုင်းပေါ့နော်။ အဓိကတော့ ကျန်းမာရေးအရ လုံခြုံစိတ်ချရတဲ့အစီအစဉ်ဖြစ်ဖို့ပဲ အရေးကြီးတာပါ။"

ပြည်တွင်းခရီးစဉ်ပြေးဆွဲဖို့ကို ဒီဇင်ဘာမှာစနိုင်ဖို့ မျှော်မှန်းထားပေမဲ့လည်း ပြည်ပလေကြောင်းလိုင်းခရီးစဉ်တွေအတွက်ကတော့ နိုင်ငံတွင်းကူးစက်မှု နေ့စဉ်ထောင်ဂဏန်းဝန်းကျင်မှာရှိနေလို့ ကယ်ဆယ်ရေးလေယာဉ်တွေကိုသာ အဓိကထား အသုံးပြုရမယ့်အခြေအနေပါ။ ကိုဗစ်ရောဂါကြောင့် ဖြစ်ပေါ်လာနိုင်တဲ့ စီးပွားရေး သက်ရောက်မှုတွေအပေါ် ကုစားရေးအစီအစဉ်အပါအဝင်၊ နိုင်ငံစီးပွားရေး တိုးတက်ဖို့အတွက် ဆောင်ရွက်သွားမယ့် ရေတို၊ ရေရှည်စီမံကိန်းတွေကိုလည်း ကိုဗစ်ဗဟိုကော်မတီအနေနဲ့ ထုတ်ပြန်သွားဖို့ရှိပါတယ်။ ဟိုတယ်နဲ့ ခရီးသွားလာရေးဝန်ကြီးဌာနက ထုတ်ပြန်ထားတဲ့ COVID- 19 ကြောင့် မြန်မာ့ခရီးသွားလုပ်ငန်းရဲ့ စီးပွားရေးကဏ္ဍတွေအပေါ် သက်ရောက်မှု စစ်တမ်းအရဆို နိုင်ငံခြားခရီးသွားဧည့်သည် ဝင်ရောက်မှုဟာ နှစ်အစပိုင်းကတည်းက သိသိသာသာကျဆင်းခဲ့ပြီး မေလလောက်မှာတော့ ပြည်ပဧည့်သည်ဝင်ရောက်မှုဟာ လုံးဝမရှိတော့ဘဲ မြန်မာ့ခရီးသွားလုပ်ငန်းအပေါ် အထိနာခဲ့ပါတယ်။ ကပ်ရောဂါကြောင့် ပြည်တွင်းပြည်ပခရီးစဉ် လေကြောင်းလိုင်းတွေကို အခုလ နိုဝင်ဘာလကုန်အထိ ပိတ်ထားပေမဲ့ အထူးကယ်ဆယ်ရေးလေယာဉ်တွေကိုတော့ ပြေးဆွဲပေးနေတာပါ။
